PART I (45 MINUTES): Home Groups
Assign to small home groups by topic. Charge to the groups: discuss the merits and limitations of the proposals for their topic based on the supporting documents . Everyone participates equally in an in-depth discussion according to the Rules for Civil Conversations. Prepare to lead a 15-minute discussion on their topic after the break.
PART II (45-60 MINUTES): Discussion Groups
Have groups jigsaw so that each of the small groups has at least one discussant from all the other issue groups.
Explain that for each issue, the representative(s) from that group will lead the discussion. For clarity, each small group will discuss the same topic at the same time, with everyone participating according to the Guidelines for Civil Conversations. Discussion leaders are NOT to transmit or report their home group's views and conclusions; rather, they are to use that initial discussion to begin their own small group discussion with members of the other issue groups. [Conceivably, all the small groups may discuss a different question on the same topic.]
After 10 minutes, call time and ask the group to debrief their conversation [5 minutes]. Have participants note particularly useful questions, changes they would suggest, and other helpful notes or suggestions.
Repeat process for each round.
DEBRIEF (15 MINUTES)
Review overall process. Solicit general comments and observations. List most useful questions, approaches, methods.
