OVERVIEW
Throughout the United States, a disproportionate percentage of racial
minorities come in contact with the juvenile and criminal justice systems. The
issue of disproportionate minority contact (DMC) raises difficult questions for
the American criminal justice system. Suspicions about DMC threaten victim
cooperation with police and prosecutors, the participation of minority jurors,
and the validity of judicial decisions among members of minority and majority
communities alike. Most fundamentally, DMC challenges the basic American
assumption that everyone receives "equal justice under law."
To address these concerns, the Constitutional Rights Foundation Chicago (CRFC)
will convene a Symposium on Disproportionate Minority Contact. The Symposium
will focus on what is and is not known concerning the causes of DMC and
promising strategies in reducing it. The Symposium will also feature a
compendium of resources and strategies, in print and on CD-ROM, which will
feature this information, proceedings from the Symposium, and additional
resources from the conference sponsors.

REGISTRATION
Registration for the Symposium will be $100 per participant. Download

Registration is $100 payable to the Constitutional Rights Foundation Chicago.
Fee must accompany application. Applicants will be notified regarding
acceptance not later than May 17. Registration fee is non-refundable after that
date.
SITE & LODGING
The conference will be held at Columbia College on 624 South Michigan Avenue,
across the street from Grant Park and just three blocks from the Art Institute
of Chicago.
Hotel accommodations for the symposium are at the Hyatt on Printers Row,
located in Chicago's historic South Loop and a short walk from Columbia
College. The single/double rate for the hotel is $155.00. Reservations must be
made by May 19, 2004. You are responsible for making your own reservations.

PARTICIPANTS
The Symposium will be limited to 50 participants, including U.S. Justice
Department staff, grantees, and contractors; local, state, and federal police
and public safety officials; local, state, and federal judges and court
personnel; juvenile justice and corrections personnel.
The Symposium will include up to 20 representatives from the national Youth for
Justice LRE network who will be selected by State LRE Centers and accepted on
the basis of their state dissemination plans submitted in advance of the
symposium.
The Symposium is an initiative of the Constitutional Rights Foundation Chicago.
