As they complete the "Project Citizen" program, students create a four-panel display board devoted to:
- Explaining the Problem
- Examining Alternative Solutions
- Developing a Public Policy
- Creating and Implementing an Action Plan..

Constitutional Rights Foundation Chicago coordinates a statewide portfolio competition and display held in Springfield each June, which is co-sponsored by Illinois Secretary of State Jesse White's Office . One portfolio is selected to represent Illinois at the yearly national showcase coordinated by The Center for Civic Education and held in conjunction with the annual conference of the National Council of State Legislatures .
